The Cuban Assets Control Regulations (the “CACR”) – located at 31 C.F.R. Part 515 – prohibits a person subject to U.S. jurisdiction (“U.S. person”) from engaging in travel-related transactions to Cuba, unless such person qualifies for a general license or holds a specific (written) license issued by the Office of Foreign Assets Control of the U.S. Department of the Treasury (“OFAC”). The general licenses are listed in the affidavit below. To qualify for a general license, each person – whether traveling alone or in a group – must determine that he/she satisfies all stated conditions. Please fill out the travel affidavit.
AFFIDAVIT FOR TRAVEL SERVICES to Cuba
ABC Charters can provide the travel documents for those born in Cuba & born outside of Cuba.
For non-Cuban born passengers, Cuba requires all arriving travelers to have a tourist card VISA. All travelers must fall under one of the twelve categories permitted by OFAC. All travelers must have a valid passport and must fill out a Travel Affidavit provided by ABC. Once we receive the proper documentation the visa will take 24 to 48 hours to process. Once you receive the visa please fill out in black ink only, no mistakes or whiteout are allowed. If you make a mistake you will have to purchase a new visa. DO NOT TEAR IN HALF. Cuban immigration is responsible for detaching the two sides.
For Cuban Born passengers who immigrated prior to January 1, 1971 and are a Citizen of another country. You are required to apply for a special enter permit “HE-11”.
•Application Fee—$25 + $25 Service Fee. Total to be paid for the application Process is $50.00 This fee is non-refundable if VISA is not authorized by the Cuban Authorities
•Issuance of PERMIT—HE-11 – $130.00 + $25 Service Fee. Total to be paid to issue the permit—$155.00
Processing time is between 35 to 45 days – Valid for 90 days – Only valid for one entry.
For Cuban Born passengers who immigrated after January 1, 1971, the passenger must apply for a Cuban Passport.
•Application Fee— if doing a new passport with a birth certificate is $25 paid to the Cuban Embassy + $25 ABC Service Fee. Total to be paid for the application Process is $65.00 This fee is non-refundable if VISA is not authorized by the Cuban Authorities. When the application process approves the new passport, you will proceed to the issuance of the passport.
•Issuance of Cuban Passport – either with approval from process with the birth certificate or with copy of previous passport. Cost of the issuance of the passport is $375 paid to the Cuban Embassy + $50 ABC Service Fee
Processing time is between 2 to 3 months.
For Cuban passengers who already hold a Cuba passport:
Every two years you must apply for a “Prorroga”. Application fee: $180 + $50 ABC service fee.
Processing time is between 15 to 20 days.
